To the extent authorized by law and subject to any restrictions or limitations provided by law, rule, or commission order, an RMA has the same powers and duties granted to:

1. (1) the Texas Turnpike Authority division of the department by Transportation Code, Chapter 361; and
2. (2) the former Board of Directors of the Texas Turnpike Authority division of the department by Transportation Code, Chapter 361, as that chapter existed prior to the effective date of Senate Bill 342, 77th Legislature, 2001.
