1. (a) Contractor. A contractor may appeal any adverse decision by the department under §25.403 of this title (relating to Prequalification) by filing a petition for an administrative hearing pursuant to §§1.21-1.26 of this title (relating to Contested Case Procedure). Any dispute as to the terms of the contract will be governed by §1.68 of this title (relating to Contract Claim Procedure).
2. (b) Commercial establishment. A commercial establishment may appeal an adverse decision by the contractor by filing a petition for an administrative hearing pursuant to §§1.21-1.26 of this title (relating to Contested Case Procedure).
