The department will commence consideration of bicycle use on the state highway system by:

1. (1) seeking comments on policies and certain highway improvement projects from the Bicycle Advisory Committee;
2. (2) taking bicycle accommodation into consideration during the planning and implementation of all construction and rehabilitation projects;
3. (3) compiling research related to bicycle hazards, and developing guidelines for prioritizing maintenance that takes these hazards into consideration; and

4. (4) preparing a statewide comprehensive bicycle plan that will include:

   1. (A) an inventory and assessment of existing state highways to determine the most suitable facilities for bicycle use;
   2. (B) a statewide route map identifying such facilities; and
   3. (C) goals and objectives to enhance the state highway system to connect existing bike facilities.
