The master of the vessel shall have the authority to refuse to allow any vehicle or person to enter upon the ferry if he believes that such person or vehicle, because of drunkenness, disorderliness, or for any other valid reason, may endanger the passengers or the vessel. He shall similarly have the right to eject such person and his vehicle. The decision of the master of the vessel with respect to persons, vehicles, or materials carried on the ferry shall be final.
