- (a) No vehicle shall be operated in the tunnel carelessly or negligently, or in disregard of the rights or safety of others, or at a rate of speed or in a manner so as to endanger or to be likely to endanger persons or property. Nothing contained in or omitted from these regulations shall be construed to relieve any person whosoever from exercising all reasonable care to avoid and prevent injury or damage to persons and property.
- (b) All persons in or approaching the tunnel must at all times comply with any lawful order, signal, or direction given by any member of the tunnel guard force. When traffic is controlled by traffic lights, signs, or by mechanical or electrical signals, such lights, signs, and signals shall be obeyed unless a tunnel guard on duty directs otherwise.
(c) Signal lights used in the tunnel shall have the following meaning:
- (1) Green light. All vehicles shall proceed.
- (2) Red light. All vehicles shall stop.
- (3) Amber light. All vehicles shall proceed with caution.
(d) Subject to the provisions of subsection (a) of this section no vehicle shall be operated in the tunnel contrary to the following listed rates of speed. (Speed limits shall not be construed to apply to emergency vehicles on urgent call or to vehicles of peace officers in the actual performance of their official duties).
- (1) Maximum speed-35 mph.
- (2) Minimum speed-15 m.p.h.
- (e) Traffic within the tunnel tube shall not stop, turn, or cross the center marking stripe unless so directed by a tunnel guard or by signals, or to avoid injury or damage to persons or property. No passing of vehicles shall be permitted within the tube of the tunnel except in emergencies as directed by proper authority. Cars will not stop in the tunnel to change tires, but will proceed to the portal and park as directed by the tunnel guard.
- (f) Within the area governed by these regulations, no operator of any vehicle shall use a cutout or other apparatus or device which will allow the exhaust gas from the engine to escape into the atmosphere without passing through a muffler or silencer. Said muffler or silencer shall be in good working order and in constant operation.
- (g) Coasting of vehicles is prohibited in the tunnel. Gears shall be engaged at all times while vehicles are in motion.
- (h) Vehicle headlights will be extinguished immediately upon entering the tunnel tube. Flashing or headlights and sounding of horns on vehicles is prohibited in the tunnel.
- (i) Upon the approach of any emergency vehicle or of the vehicle of a peace officer in the discharge of his duty which is giving audible signal by bell, siren, or exhaust whistle, all traffic shall proceed as near as possible to the right-hand curb on the roadway and stop unless and until otherwise directed by a tunnel guard on duty or until such traffic shall have passed.
- (j) Any vehicle that stops in the tunnel due to equipment failure will be pushed or towed to an exit by a tunnel emergency vehicle.
