- (a) No vehicle or tank vehicle shall be allowed in the tunnel unless it shall conform to these rules and regulations, in addition to all other rules and regulations established for the use of the tunnel.
- (b) All flames utilized for heating vehicles or loads shall be extinguished prior to entering the tunnel or its approaches.
- (c) Prohibitions, restrictions, and regulations governing the transportation of hazardous materials into and through the tunnel or its approaches apply in full force regardless of whether the vehicle, the load of which includes such hazardous materials, is stopped for inspection prior to entering the tunnel. However, any vehicle the load of which is believed by designated employees of the facility to include any hazardous materials shall be subject to inspection prior to or after passing through the tunnel in order to determine whether such entry into or passage through the tunnel is in violation of these rules and regulations.
- (d) Each shipper offering for transportation any hazardous materials subject to these regulations shall describe that material on the shipping paper by the shipping name prescribed in 49 Code of Federal Regulations §172.5 and by the classification prescribed in 49 Code of Federal Regulations §172.4, and may add a further description not inconsistent therewith. Abbreviations must not be used. The total quantity by weight, volume, or as otherwise appropriate, must be shown. All shipping papers shall be accurate and complete.
- (e) The driver of any vehicle stopped for inspection must surrender on demand by designated employees of the facility, a duplicate copy of the bill of lading or other shipping paper describing the contents of the load or cargo being transported and stating the classification of the material as defined in the Code of Federal Regulations. All shipping papers shall comply in every respect with the applicable provisions of the Code of Federal Regulations.
