43 Tex. Admin. Code § 25.21
The movement of hazardous materials creates potential health and safety hazards to many citizens along routes of travel, and this is especially true of the Baytown-La Porte Tunnel. The confining nature of this facility is such that the escape of poisonous, inflammable, or explosive gases, or the occurrence of a fire or an explosion within the confines of the tunnel could result in disastrous loss of life and property. Accordingly, these regulations are established in order to enhance the public safety and to protect the tunnel by controlling the type and amount of materials that are permitted to pass through the tunnel.
