(a) The department will cooperate with local officials in the development of freeway corridor management improvement in accordance with the following policy.
- (1) Participation by the department in a freeway corridor management improvement must be requested by the city and determined necessary and feasible by the department.
- (2) After a city requests a freeway corridor improvement and the requested improvement has been determined necessary and feasible by the department, a tender minute order outlining city and state responsibilities will be prepared. Acceptance of the minute order by the city will effect authorization for the project.
- (3) Participation by the department will be confined to improvements within the urban freeway corridor, including arterial streets, provided such streets have been designated by the commission.
(4) Participation by the department will generally be limited to improvements as follows:
- (A) freeway control, surveillance and/or communication, including required housing;
- (B) accident investigation sites; and
- (C) motorist aid.
- (5) City and state responsibilities will be as follows:
- (b) All freeway corridor management improvements shall be subject to the further condition that a traffic survey or other applicable engineering study is conducted and the results of this study justify the installation of the improvement.
