1. (a) This subchapter shall not apply to, or alter, any approvals made by the department prior to the effective date of this subchapter. A state project, having completed environmental review, public involvement, and interagency coordination, and having received required approvals with an approved environmental document before the effective date of this subchapter shall be considered outside the scope of this subchapter.
2. (b) Environmental documents and public involvement processes accepted or prepared by the department after the effective date of this subchapter shall be subject to the provisions of this subchapter.
