1. (a) The commission will consider the following criteria for project selection:

   1. (1) population of the border colonia the project is to serve, based on the latest estimates from the Texas Water Development Board;
   2. (2) condition of current roads, such as the number of existing paved roads in and to the border colonia the project is to serve;
   3. (3) whether the project is on an existing or planned school bus route;
   4. (4) access to other parts of the region, such as the number of roads, paved or unpaved, to the border colonia the project is to serve; and
   5. (5) the number resulting from dividing the border colonia population whose residences abut the project limits by the number of miles of roadway in the project.
2. (b) Each criterion will be weighted 20 points, for a total possible score of 100. The commission will consider the projects in descending rank order as far as available funding permits.
