All pleadings, affidavits, or other filings relating to any proceeding pending or to be instituted before the department shall be filed with the State Office of Administrative Hearings or the executive director. Filings shall be deemed filed only when actually received by the State Office of Administrative Hearings or the executive director, accompanied by the fee or deposit, if any, required by statute or department rules.
