Upon the filing of a petition, the executive director shall examine the same and determine its sufficiency under these sections and the provisions of the APA. If the executive director finds that the petition does not meet the requirements for a contested case proceeding as provided for in the APA, or that the petition does not comply in all material respects with these sections, the executive director shall return the petition to the person who filed it along with a statement of the reason for rejecting it. The person who filed such petition shall thereafter have the right to file a corrected petition.
