1. (a) The Texas Transportation Commission will hold at least one regular business meeting each calendar month and, subject to the call of the commissioner of transportation, any special or emergency meetings necessary for the performance of the commission's duties. Each meeting will be conducted in accordance with applicable provisions of the Open Meetings Act, Government Code, Chapter 551.
2. (b) The commissioner of transportation or, in his or her absence, the acting chair shall preside at all commission meetings.
3. (c) The commission may act only by majority vote of its membership.
