The following words and terms, when used in this chapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Alternative Dispute Resolution (ADR)--A procedure or combination of procedures that uses an impartial third party to assist individuals in voluntarily resolving disputes, including procedures described in §§154.023 - 154.027, Civil Practice and Remedies Code. The GDRA does not grant the GLO authority to engage in binding arbitration.
2. (2) Board (VLB)--The Veterans Land Board of the State of Texas.
3. (3) Commissioner--The Commissioner and also chairman of the Veterans Land Board.
4. (4) Contested case--Shall have the same meaning as such term is defined in the Administrative Procedure Act (Texas Government Code, Chapter 2001).
5. (5) Executive Secretary--The executive secretary of the board.
6. (6) GDRA--The Governmental Dispute Resolution Act, Texas Government Code, Chapter 2009.
7. (7) Impartial Third Party (ITP)--A person who meets the qualifications and conditions of Texas Government Code §2009.053, GDRA.
8. (8) Party--Shall have the same meaning as such term is defined in the Administrative Procedure Act (Texas Government Code, Chapter 2001).
9. (9) Person--Shall have the same meaning as such term is defined in the Administrative Procedure Act (Texas Government Code, Chapter 2001).
10. (10) Rule--Shall have the same meaning as such term is defined in the Administrative Procedure Act (Texas Government Code, Chapter 2001).
11. (11) State Agency--Shall have the same meaning as such term is defined in the Administrative Procedure Act (Texas Government Code, Chapter 2001).
