1. (a) Establishing customer participation in service costs encourages customer commitment to an employment outcome, creates a cooperative relationship between the customer and the Vocational Rehabilitation Division (VRD), and maximizes VRD's limited funds.
2. (b) VRD may require customers to participate in the cost of services based on financial need, unless the customer is a recipient of Social Security benefits, either Supplemental Security Income or Social Security Disability Insurance.
