The following words and terms, when used in this subchapter, have the following meanings, unless the context clearly indicates otherwise.

1. (1) Applicant--An individual who applies to DRS for vocational rehabilitation services.
2. (2) Consumer--An individual with a disability who has applied for, or is receiving vocational rehabilitation services.
