1. (a) For purposes of this chapter the following terms shall have the following meaning unless the context clearly indicates otherwise.

   1. (1) Parent Fee -- The amount required to be paid to the provider by the parent of the child as a co-payment for child care services.
   2. (2) Subsidy -- The amount required to be paid by the parent for costs of child care for the child.
2. (b) Providers shall collect assessed parent fees and subsidies before child care is delivered.
3. (c) It is the sole responsibility of the provider to collect assessed parent fees and subsidies.
4. (d) A Board shall establish a policy regarding reimbursement of providers to address consequences for providers in situations when parents fail to pay parent fees and subsidies.
