1. (a) A Board shall ensure that a list of parents waiting for child care services, because of the lack of funding or lack of providers, is maintained and available to the Commission upon request.

2. (b) A Board shall establish a policy for the maintenance of a waiting list that includes, at a minimum:

   1. (1) the process for determining that the parent is potentially eligible for child care services before placing the parent on the waiting list; and
   2. (2) the frequency in which the parent information is updated and maintained on the waiting list.
