1. (a) The director is responsible for the distribution of money from the skills development fund. The director may designate an employee or employees of the Texas Workforce Commission (Commission) who are knowledgeable in the administration of grants to administer the program.
2. (b) The Commission is not required to fund all proposals for customized training programs that are submitted.
3. (c) The Commission may allocate the use of funds throughout the biennium in any manner that in the director's judgment furthers the goals and objectives of the fund, including quarterly allocations.
