- (a) The purpose of this subchapter is to set forth the Commission's monitoring provisions and respective responsibilities of its Boards, subrecipients, and contract service providers.
- (b) The rules contained in this subchapter apply in addition to any program-specific rules to all programs administered by the Commission, except that to the extent of any conflict, the program-specific rules will govern.
