1. (a) Purpose. The purpose of this rule is to promote effective service delivery and financial planning and management, to ensure full utilization of funding, and to reallocate funds to populations in need.

2. (b) Scope. Sections 800.71-800.75 of this chapter shall apply to funds provided to workforce areas under a contract between the Board and the Commission for the following categories of funding:

   1. (1) Child Care;
   2. (2) Choices;
   3. (3) Employment Services;
   4. (4) Food Stamp Employment and Training;
   5. (5) Project RIO;
   6. (6) Trade Act Services;
   7. (7) Veterans' Employment and Training;
   8. (8) WIA Formula Allocated Funds;
   9. (9) WIA Alternative Funding for Statewide Activities; and
   10. (10) WIA Alternative Funding for One-Stop Enhancements.
