40 Tex. Admin. Code § 700.1402
(a) The Texas Department of Protective and Regulatory Services (TDPRS) strives to ensure that each child in the department's conservatorship who is infected with human immunodeficiency virus (HIV) receives medical management and treatment services that meet the standards of the American Academy of Pediatrics. To this end, TDPRS must refer each HIV-infected child in its conservatorship to the following two program areas at the Texas Department of Health (TDH):
(b) No HIV-infected child in TDPRS's conservatorship may participate in any experimental drug therapy for the treatment or amelioration of symptoms or conditions related to the child's HIV infection unless the child or the child's caregiver first secures the written approval of:
