1. (a) Administrative costs shall not exceed the amount specified in the grant application instructions.

2. (b) Administrative costs must be budgeted by line-item in the grant application, unless:

   1. (1) the applicant has a current Indirect Cost Rate Plan approved by a federal agency; or
   2. (2) the applicant has an approved administrative cost allocation plan, as determined by the Agency.
3. (c) An applicant that has a current Indirect Cost Rate Plan approved by a federal agency or an Agency-approved administrative cost allocation plan may budget up to the amount of allowable administrative costs or the approved indirect cost rate, whichever is lower.
