- (a) Any non-metropolitan county, or any Texas city with a population of less than 20,000 that does not adjoin another city or group of cities with an aggregate population of 50,000 or more, is eligible for "Texas Yes!" community membership.
(b) Any business is eligible for membership as a "Texas Yes!" business member if it has its principal place of business in Texas and has a business location in:
- (1) a non-metropolitan county;
- (2) an unincorporated area; or
- (3) a Texas city with a population of less than 20,000 that does not adjoin another city or group of cities with an aggregate population of 50,000 or more.
- (c) Any person that is not eligible for membership under subsection (a) or (b) of this section, but wishes to support rural communities and rural businesses in Texas may apply for "Texas Yes" associate membership.
(d) Members must commit to the continued improvement, revitalization and economic strength of rural Texas through supporting the development and implementation of a local community project for:
- (1) community improvement;
- (2) revitalization;
- (3) leadership training/mentoring;
- (4) creation of economic value for the greater good of the community;
- (5) tourism;
- (6) cultural heritage;
- (7) historical;
- (8) beautification; or
- (9) other approved project.
- (e) The Department has the sole authority to determine whether a community is eligible for a "Texas Yes!" community membership, whether a business is eligible for a "Texas Yes!" business membership, or a person is eligible for a "Texas Yes!" associate membership.
