The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Assessment--A voluntary fee paid on each commercial motor vehicle registered under the Transportation Code, §502.404.
2. (2) Request for refund--The written request filed by a payor of an assessment, which identifies the tag number and the sticker number for each registered vehicle and the total amount of the requested refund.
