- (a) This subchapter shall apply to all citrus nursery stock that is propagated for the purpose of sale within the citrus zone or for commercial uses or for noncommercial distribution within the citrus zone, but excluding facilities only involved in the retail sale of citrus plants that were produced and moved according to the requirements of this chapter.
(b) For purposes of this subchapter, citrus nursery stock is required to be grown in a certified facility until:
- (1) moved directly to a grove for immediate planting; or
- (2) moved to a physically separate, exclusively retail area at the location; or
- (3) moved from the production location.
- (c) Interstate movement of citrus nursery stock shall be covered by requirements specified in "Interstate Movement of Citrus and Other Rutaceous Plants for Planting from Areas Quarantined for Citrus Canker, Citrus Greening, or Asian Citrus Psyllid," as published by the United States Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine.
