1. (a) Only citrus budwood originating from the increase block or the foundation grove or both shall be certified. Budwood of varieties not available from the foundation grove or increase block may be distributed or obtained only if it has been tested and found to be free of tristeza virus as tested by a lab approved by the department or covered under §21.6 (2)(E) of this title (relating to Restrictions).
2. (b) The foundation grove manager shall label each bundle of certified budwood at the time of sale listing the variety of the budwood, number of buds, and source tree identification number.
3. (c) Commercial nurseries shall not claim as certified any budwood propagated from citrus trees outside the increase block or the foundation grove or both.
