(a) General. Movement of quarantined articles is prohibited in the following cases.
- (1) From or through a quarantined area to an eradicated area, a free area, or a suppressed area.
- (2) From a suppressed area to an eradicated area or a free area.
- (3) When the department determines that the movement may cause an increase in infestation.
- (b) Exceptions. A certificate may be issued to allow movement of quarantined articles if the department determines that adequate measures have been taken to ensure that there will be little or no danger of increased infestation or expansion of a quarantined area by such movement.
