1. (a) A review panel appointed by the commissioner shall review grant proposals and make a recommendation to the commissioner for awarding the grants.

2. (b) The review panel shall be composed of the following:

   1. (1) one person having experience or expertise in developing elementary and/or middle school curriculum;
   2. (2) one representative of the department;
   3. (3) one representative of the livestock industry;
   4. (4) one representative of the specialty crop industry;
   5. (5) one representative of the row crop industry;
   6. (6) one representative of the horticulture industry; and
   7. (7) one representative of the Texas Agricultural Extension Service.
3. (c) Final selection of grant recipients shall be made by the commissioner.
