1. (a) All minority and female-owned businesses and HUBs must be certified under the historically underutilized business program of the Texas Buildings and Procurement Commission to be eligible to participate in contract and open market purchases of the department.
2. (b) The department will assist minority and female-owned businesses and HUBs to become eligible for certification and participation in bidding on contracts to be awarded by the department.
