The purpose of these rules is to provide for a simple and efficient system of procedure, by establishing uniform standards of practice and procedure for actions by and before the department, thereby encouraging public participation and notice of agency actions. These rules are designed to supplement procedures established by the Administrative Procedure Act, or by other applicable statute, and therefore any such statutory procedure not specifically included in this chapter shall be applicable to practice before the department. These rules shall be liberally construed, with a view towards the purpose for which they were adopted.
