1. (a) To qualify for a basic peace officer proficiency certificate, an applicant must meet all proficiency requirements including:

   1. (1) one year experience as a peace officer; and

   2. (2) successful completion of a course of instruction provided by the employing agency on federal and state statutes that relate to employment issues affecting peace officers and jailers, including:

      1. (A) civil service;
      2. (B) compensation, including overtime compensation, and vacation time;
      3. (C) personnel files and other employee records;
      4. (D) management-employee relations in law enforcement organizations;
      5. (E) work-related injuries;
      6. (F) complaints and investigations of employee misconduct; and
      7. (G) disciplinary actions and the appeal of disciplinary actions.

2. (b) To qualify for an intermediate peace officer proficiency certificate, an applicant must meet all proficiency requirements including:

   1. (1) a basic peace officer certificate;

   2. (2) one of the following combinations of training hours or degrees and peace officer experience:

      1. (A) 400 training hours and eight years;
      2. (B) 800 training hours and six years;
      3. (C) 1200 training hours and four years or an associate's degree and four years; or
      4. (D) 2400 training hours and two years or a bachelor's degree and two years.

   3. (3) if the basic peace officer certificate was issued or qualified for on or after January 1, 1987, the licensee must also complete all of the current intermediate peace officer certification courses, which include:

      1. (A) Child Abuse Prevention and Investigation;
      2. (B) Crime Scene Investigation;
      3. (C) Use of Force;
      4. (D) Arrest, Search and Seizure; and
      5. (E) Spanish for Law Enforcement.

3. (c) To qualify for an advanced peace officer proficiency certificate, an applicant must meet all proficiency requirements including:

   1. (1) an intermediate peace officer certificate; and

   2. (2) one of the following combinations of training hours or degrees and peace officer experience:

      1. (A) 800 training hours and 12 years;
      2. (B) 1200 training hours and nine years or an associate's degree and six years;
      3. (C) 2400 training hours and six years or a bachelor's degree and five years;

4. (d) To qualify for a master peace officer proficiency certificate, an applicant must meet all proficiency requirements including:

   1. (1) an advanced peace officer certificate; and

   2. (2) one of the following combinations of training hours or degrees and peace officer experience:

      1. (A) 1200 training hours and 20 years or an associate's degree and 12 years;
      2. (B) 2400 training hours and 15 years or a bachelor's degree and nine years;
      3. (C) 3300 training hours and 12 years or a master's degree and seven years, or
      4. (D) 4000 training hours and 10 years or a doctoral degree and five years.
5. (e) The effective date of this section is March 1, 2001.
