Community Justice Council and Plans

- (a) Purpose. In order for a jurisdiction to receive any state aid, the community justice plan shall conform to applicable law and Texas Department of Criminal Justice (TDCJ) Community Justice Assistance Division (CJAD) standards and policy.
- (b) Council's role. The local community justice council shall provide guidance and direction, in accordance with law, for the development of community justice plans.
(c) Plan development.
(1) The community justice plan shall include:
- (A) a statement of goals and priorities and of commitment by the community justice council, the judges as defined in statute responsible for the establishment of the community supervision and corrections department (CSCD), and the CSCD director to achieve a targeted level of alternative sanctions;
- (B) a description of methods for measuring the success of programs provided by the CSCD or provided by an entity served by the CSCD;
- (C) a description of the programs and services the CSCD provides or intends to provide, including a separate description of any programs or services the CSCD intends to provide to enhance public safety, reduce recidivism, strengthen the investigation and prosecution of criminal offenses, improve programs and services available to victims of crime, and increase the amount of restitution collected from persons supervised by the CSCD; and
- (D) an outline of the CSCD's projected programmatic and budgetary needs, based on the programs and services the CSCD both provides and intends to provide.
- (2) All community justice plans shall be approved by the judge(s) as defined in statute responsible for the establishment of the CSCD. Unless otherwise specified by the judge(s), the CSCD director or designee shall serve as the primary manager of the planning process, coordinating council activities, data collection, plan composition, and plan drafting. The community justice council, after judicial approval, shall submit the plan to the CJAD director.
(d) Community justice plan acceptance and modification.
- (1) Final acceptance of a community justice plan, for purposes of state aid eligibility is conditioned upon review and evaluation by the CJAD staff.
- (2) A plan may be modified or amended through an addendum or amendment process as defined by the CJAD.
