37 Tex. Admin. Code § 156.1
The Texas Department of Criminal Justice (TDCJ) shall investigate all allegations of abuse, neglect, or exploitation of an elderly or disabled offender received from the Texas Department of Family and Protective Services in accordance with ED-02.03, "TDCJ Ombudsman Program," ED-03.03, "Safe Prisons Program," and AD-16.20, "Reporting Incidents/Crimes to the Office of Inspector General."
