Pursuant to Texas Government Code §§499.102 - 499.110, the purpose of this chapter is to establish the maximum rated capacity of individual units. This chapter is not intended to create a liberty interest or grant a right on the part of any offender within the custody of the Texas Department of Criminal Justice.
