All official acts of the commission, the executive director, or the fire marshal shall be evidenced by a recorded or written record. Official action of the commission, the executive director, or the fire marshal shall not be bound or prejudiced by any informal statement or opinion made by any member of the commission, the executive director, the fire marshal, or the employees of the agency.
