1. (a) The chief administrative officer or the governing board of the facility or the governing board's designee shall designate a single facility administrator for each non-secure facility.

2. (b) The facility administrator shall:

   1. (1) have acquired a bachelor's degree conferred by a college or university accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board;

   2. (2) have either:

      1. (A) one year of graduate study in criminology, corrections, counseling, law, social work, psychology, sociology, or other field of instruction approved by TJJD; or
      2. (B) one year of experience in full-time case work, counseling, or community or group work in a social service, community, corrections, or juvenile agency that deals with offenders or disadvantaged persons, as determined by TJJD; and
   3. (3) maintain an active TJJD certification as a juvenile supervision officer.
