1. (a) Data collection. The facility administrator shall ensure that accurate annual statistics pertaining to residents shall be gathered and recorded, including:

   1. (1) total number of admissions;
   2. (2) total resident detention days provided;
   3. (3) age, sex, and race of those detained;
   4. (4) referring offense of those detained;
   5. (5) length of stay;
   6. (6) average cost per resident per day;
   7. (7) total number of escapes and escape attempts;
   8. (8) total number of suicides and suicide attempts;
   9. (9) total number of injuries to residents and detention staff; and
   10. (10) total number of confirmed incidents of abuse and neglect of residents.
2. (b) Management Review. The facility administrator shall participate in an annual evaluation of overall facility operations. Existing policies and practices shall be reviewed to determine their continuing relevance to the mission of the facility.
3. (c) Research Programs. The facility administrator shall review all proposals for research for conformity with departmental policy. Detained residents may voluntarily participate in approved research programs. Medical, pharmacological, and cosmetic programs shall be forbidden.
