1. (a) Conflicting Standards. If a general provision contained in this chapter conflicts with a specific provision contained in another chapter promulgated by TJJD, the specific language controls.
2. (b) Use of the Words "Including" and "Includes." When used in this chapter, the words "including" and "includes" are to be understood as introducing a non-exhaustive list unless the context clearly indicates otherwise.

3. (c) Applicability.

   1. (1) This chapter applies to all juvenile justice programs and facilities in this state unless expressly stated otherwise.
   2. (2) All provisions of this chapter apply regardless of the date an individual is hired or begins service provision unless expressly stated otherwise.
   3. (3) All employment and education requirements in this chapter must have been completed prior to the date an individual begins employment in the position to which the requirements apply.
4. (d) Waiver or Variance. The requirements in this chapter are not subject to a waiver or variance except as provided in this chapter.
