All facilities with more than one housing unit shall have a written classification plan that attempts to safely house residents based on at least the following factors:

1. (1) age;
2. (2) sex;
3. (3) offense;
4. (4) behavior; and
5. (5) any other special consideration, such as potential vulnerabilities for sexual abuse, gang affiliation, referral history, and/or special needs.
