1. (a) The facility-wide juvenile supervision officer-to-resident ratio shall not be less than:

   1. (1) one juvenile supervision officer to every eight residents during program hours; and
   2. (2) one juvenile supervision officer to every 18 residents during non-program hours.
2. (b) For a juvenile supervision officer to be counted in the facility-wide ratio, the officer shall be present on the facility premises at all times.
