1. (a) Residents shall be provided access to writing materials and postage for no fewer than two letters every seven calendar days.
2. (b) When a resident is released or transferred from the facility, the resident's mail shall be forwarded to his or her new address or returned to the sender.
3. (c) Money received in the mail shall be held for the resident in his or her personal property inventory, with a receipt provided, or returned to the sender.
