1. (a) Policies and Procedures. Written policies and procedures for security and control of the facility shall include the following:

   1. (1) continued operations in the event of a work stoppage;
   2. (2) key control;

   3. (3) control of the use of:

      1. (A) tools;
      2. (B) medical equipment; and
      3. (C) kitchen tools;
   4. (4) provisions to prevent firearms from entering the secure area of the facility; and
   5. (5) provisions for coordination with law enforcement authorities in the case of escape or other situations requiring assistance from city, county or state law enforcement agencies.
2. (b) Carrying of Firearms in Secure Facility Prohibited. The policy set forth in subsection (a)(4) of this section shall include a provision to prohibit a juvenile probation officer authorized to carry a firearm under §142.006 of the Texas Human Resources Code from entering a secure area of the facility with a firearm.

3. (c) Documentation.

   1. (1) The facility administrator or designee shall ensure the documentation of all special incidents, including, but not limited to the taking of hostages, escapes, and assaults.
   2. (2) A copy of the report shall be placed in the permanent file of any resident(s) involved in the incident.
4. (d) Video and Audio Surveillance. Video and audio monitoring devices may be utilized for security purposes but shall not substitute for required levels of supervision by a juvenile supervision officer.
