1. (a) Motor vehicle theft service personnel are authorized to pay towing and storage fees on vehicles impounded, seized, or taken into custody under the following circumstances:

   1. (1) when the motor vehicle impounded, seized, taken into custody by personnel of the motor vehicle theft service has been identified as a stolen vehicle;
   2. (2) whenever circumstances develop wherein the vehicle owner cannot be identified or the true owner established; or
   3. (3) whenever through some misunderstanding or false information, the vehicle is impounded and the owner cannot reasonably be expected to pay storage charges.
2. (b) Whenever possible, the true owner of the vehicle will be required to pay towing and storage charges.
3. (c) All such fees and storage charges paid by motor vehicle theft service personnel are subject to the approval of the commander of the motor vehicle theft service.
