(a) Motor vehicle theft service personnel are authorized to pay towing and storage fees on vehicles impounded, seized, or taken into custody under the following circumstances:
- (1) when the motor vehicle impounded, seized, taken into custody by personnel of the motor vehicle theft service has been identified as a stolen vehicle;
- (2) whenever circumstances develop wherein the vehicle owner cannot be identified or the true owner established; or
- (3) whenever through some misunderstanding or false information, the vehicle is impounded and the owner cannot reasonably be expected to pay storage charges.
- (b) Whenever possible, the true owner of the vehicle will be required to pay towing and storage charges.
- (c) All such fees and storage charges paid by motor vehicle theft service personnel are subject to the approval of the commander of the motor vehicle theft service.
