1. (a) Use of funds. Investigative funds appropriated by the legislature will be utilized for the following investigative purposes:

   1. (1) To reimburse authorized investigative expenditures incurred while conducting official criminal investigations and criminal surveillance.
   2. (2) To purchase evidence for use in lawful criminal investigations of prosecutable crimes as defined by statute.
   3. (3) To obtain criminal information from cooperating individuals.
2. (b) Accountability of funds. All investigative expenditures utilized in the Texas Department of Public Safety will be accounted for and supervised by the respective service commanders. Records will be maintained in a manner sufficient to support, document, and verify all such expenditures and kept readily available for audit by the proper state agency.
