1. (a) Officers of the department are charged with the responsibility of investigation and properly reporting rural motor vehicle accidents occurring upon public highways or other ways or places open to the use of the public without regard as to severity of the accident.
2. (b) Officers of the department will, insofar as practicable, make an on-the-scene investigation and properly report rural motor vehicle accidents of which they are made aware.
