The provisions of this chapter shall govern the procedure for the institution, conduct and determination of all causes, appeals or any other proceeding before the agency or the public safety commission. They shall not be construed so as to enlarge, diminish, modify or alter the jurisdiction, powers or authority of the agency, the public safety commission, or the substantive rights of any person.
