1. (a) Upon receiving a copy of a petition filed in district court which seeks judicial review of a final decision in a contested case decided under this title, the department shall prepare a certified copy of the entire record of the proceeding under review, and transmit it to the reviewing court.
2. (b) Pursuant to APT §2001.177, a party seeking judicial review of the final decision of the director or the director's designee in a contested case shall pay all costs of preparing a record of the contested case proceedings.
