The purpose of this chapter is to provide for a simple and efficient system of procedure before the commission and the agency, to insure uniform standards of practice and procedure, public participation and notice of commission and agency actions, and a fair and expeditious determination of causes. The provisions of this chapter shall be liberally construed, with a view towards the purpose for which they were adopted.
