The following words and terms, when used in this chapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) APA -- The Administrative Procedures Act, Texas Government Code §2001.001, et seq.
2. (2) Commission -- The Public Safety Commission.
3. (3) Contested case -- A contested case as defined by the APA.
4. (4) Department -- The Department of Public Safety.
5. (5) Director -- The director of the Department of Public Safety or the designee of the director.
6. (6) Party -- Each person or agency named.
7. (7) SOAH -- The State Office of Administrative Hearings.
